What La Habra does to a car
La Habra runs its own water utility on a three-way blend, and the three sources are not equally hard. The City's 2026 report covering 2025 puts its own La Habra basin groundwater at 275 ppm, about 16 grains per gallon, California Domestic Water Company's treated groundwater at 225 ppm or 13 grains, and imported MWD at 236 ppm or 14 grains, with detections across the system ranging 191 to 280 ppm. Whatever is in your pipe, it is hard. There is no freeway in the city, so what accumulates on a car here comes off four busy state and county arterials rather than a single corridor. Rainfall normals at the nearest station, Fullerton Airport, give 13.88 inches a year with four hundredths of an inch in July and five in August, and an August normal high of 85.4 degrees, about five degrees hotter than the coast. The city plants no palms in its parkways by policy and trims each of its 37 tree districts roughly every four years.
La Habra Municipal Code 13.40.070(B) is a permanent water conservation requirement, in force at all times, and it prohibits using water to wash a vehicle except by hand-held bucket or a hand-held hose with a positive self-closing shut-off nozzle, with penalties from $100 to $500 a violation. The city's water quality ordinance in Chapter 13.24 exempts only non-commercial vehicle washing, and that phrase appears exactly once in the whole ordinance with no commercial equivalent anywhere. Stop-and-go arterial driving puts down more brake dust per mile than steady freeway speed does, and it collects low on the doors, behind the wheels and along the rocker panels rather than evenly over the car.
Because at 16 grains per gallon on the city's own groundwater, the water is depositing minerals the moment it touches a warm panel, not just when it pools and dries. In an 85-degree August the panel is hot enough to flash the water off ahead of the towel. We work shaded, section by section, with our own water, which is the only reliable way around it.
