What Fountain Valley does to a car
The 2026 Water Quality Report covers 2025 and states plainly that in that year the city provided groundwater only. It tested at 13 grains per gallon, 217 ppm as calcium carbonate, ranging 10 to 15 grains. That water comes from six city wells into the Orange County basin, which is refilled in part by the Groundwater Replenishment System run by the Orange County Water District here in Fountain Valley; GWRS supplies about 35 percent of what goes back into the basin each year. The city has published its own bulletin on the subject, which describes the supply as very hard and says hardness is among the most common water quality concerns residents raise. Against that, the John Wayne Airport normals give 13.33 inches of rain a year and six-tenths of an inch across the whole of May through September. The 405 runs straight through the middle of town, with the Fountain Valley Crossings district alone covering 162 acres straddling it, and the Santa Ana River Channel forms the eastern edge. The ocean is about five miles southwest.
Two Fountain Valley rules shape how we work here. Code 10.44.110 says no person shall wash or polish any vehicle upon any public street in the city when a charge is made for such service. That names paid detailing at the curb directly, so we work on your driveway, in your garage or in a private lot, never in the road. And Code 14.18.040(j) permanently requires a hand-held bucket or a hose with a positive self-closing shut-off nozzle for any vehicle washing, with fines up to $1,000 for continued violations. The city ended its Level 2 shortage on May 2, 2023 and returned to Level 0 Normal, so the permanent rules are the only ones currently in force. We bring our own water and our own power.
