What settles out of it is fine airborne brake dust and road film rather than anything you can see going on, which is why cars here often look clean and feel rough. The water is the good news: the City's Water Division reported total hardness averaging 147 ppm, about 8.6 grains per gallon, in its 2025 report covering 2024, drawing on Orange County groundwater plus imported supply through MWDOC. Golden State Water Company serves portions of the city as part of its West Orange County system and reported a considerably harder 237 mg/L, about 13.8 grains, so which you have depends on your address. Rainfall normals at Fullerton Airport run 11.86 inches a year with roughly a quarter inch total between June and September.
La Palma Code 42-267(7) is a permanent water conservation rule, not a drought stage, and it prohibits using potable water to wash a vehicle except by hand-held bucket or a hose with an automatic closing shut-off nozzle. Code 40-133 prohibits washing or polishing a vehicle on any public street in the city when a charge is made for the service. And Code 36-4 is unusually broad even by Orange County standards: it makes it unlawful to deposit, drain, wash or allow to run any water onto any public road or storm drain in the city, with no residential carve-out at all.
