That spread is real: the system blends Orange County groundwater with imported Colorado River and State Water Project supply, and how much of each is in the pipe changes through the year. Total dissolved solids average 412 mg/L. There is no freeway in the city, but the ones around it are heavy, with the 405 at Seal Beach Boulevard counting about 320,000 vehicles a day and the 91 at Orangethorpe in neighbouring La Palma about 187,000. Rainfall normals at Fullerton Airport run 11.86 inches a year, with June through September totalling roughly a quarter of an inch and an August mean high near 87 degrees. The city maintains about 18,000 street trees, and a 2015 amendment to its Parkway Tree Policy narrowed new planting to drought-tolerant species.
Cypress names this exact work in its own code. The water quality article in Chapter 13 lists wash water from mobile auto detailing and washing, steam and pressure cleaning among the discharge types the city requires to be prohibited or controlled, at Code 13-29(a)(4)i.(iv). The only car-washing exemption, in Code 13-21, is for noncommercial vehicle washing at residences, which is limited on two axes at once, and a paid service clears neither. Code 16-58 is titled Washing or polishing for hire prohibited on streets and says exactly that. So we work on your driveway or in a private lot, we bring our own water and power, and nothing goes into the gutter.

Driveways, garages and private lots are all fine. Given the city's tract housing, almost everyone here has a driveway.
