What Laguna Beach does to a car
The city runs overwhelmingly on imported Metropolitan Water District supply treated at the Diemer plant, which tests at an average 270 ppm, about 16 grains per gallon, ranging 235 to 305. South Laguna, from Nyes Place down to Three Arch Bay, is served under contract by South Coast Water District, which blends in roughly 15 percent local San Juan Basin groundwater at around 202 ppm and runs slightly softer. Imported does not mean soft here; the Colorado River component is the hard one. Rainfall at the Laguna Beach station normals 13.81 inches a year, but July normals six hundredths of an inch and August three hundredths, so for about four months nothing rinses anything off. That matters more here than inland because chloride accumulates preferentially on surfaces not washed by rain, and salt is hygroscopic, holding moisture against those surfaces far longer than they would otherwise stay wet. The canyons carry their own constraints: Bluebird Canyon, Canyon Acres and the Diamond and Crestview area were all identified in the city's 2021 Wildfire Egress Study as access impaired, with one way in and out on narrow winding routes. The 1993 Laguna Fire burned 16,864 acres and destroyed 286 homes in the city plus 63 more at Emerald Bay.
Laguna Beach Municipal Code 10.06.130 prohibits parking a vehicle upon any roadway for the principal purpose of washing it. Not only for a fee, and not only commercially, but at all. So work here happens on a driveway or on private property, without exception. The water quality ordinance at 16.01.020 exempts only individual residential car washing, and then only to the extent that pollutants do not reach the storm drain, while 16.01.030(c) reaches independent contractors and the person who hired them alike. The ocean off Heisler Park is Area of Special Biological Significance No. 30, designated in 1974, where the California Ocean Plan prohibits the discharge of waste; the city diverts non-stormwater runoff from that drainage area into the sanitary sewer through units at Aster, Jasmine and Myrtle streets. We bring our own water and our own power, and everything we use leaves with us.

What accumulates is the salt on the surfaces rain never reaches: under the mirrors, inside the door shuts, up in the wheel arches, along the underside. Salt is also hygroscopic, so it holds moisture against those surfaces and keeps them wet far longer than they would otherwise be. With July and August together normalling under a tenth of an inch of rain, that runs uninterrupted through the whole summer.
Usually yes. We need a reasonably level spot and about a car length of clearance, and we are completely self-contained, which matters more here than anywhere else we work: no hose bib, no outlet, nothing drawn from your house. One thing to flag. On Red Flag warning days, parking in Bluebird Canyon, Canyon Acres and the Diamond and Crestview area is restricted to one side of the road to keep the evacuation route open. If a warning is up we will call and move the appointment rather than narrow a street.
