The streets in there are private and the mutuals maintain them, there are sixteen gates and 1,225 carport structures, and the median age is 74.9, among the oldest of any municipality in the country. Two things are worth saying before you book, and we would rather say them upfront than surprise you: getting in takes gate clearance, and whether we can wash your car at your carport at all depends on which mutual you are in.

What Laguna Woods does to a car
El Toro Water District serves the entire city, and it is all imported treated surface water with no local groundwater in the mix anywhere. Its 2026 report covering 2025 puts the Metropolitan supply at 236 ppm, about 14 grains per gallon, and the Baker Water Treatment Plant supply at 293 ppm, about 17 grains. Both mutuals publish architectural standards for water softeners, which tells you how residents feel about it. The canopy over the carports is the other factor and it is unusually well documented: the two mutuals published urban forest management plans in November 2023 covering roughly 33,000 trees between them. Crape myrtle is 11.4 percent of United Mutual's inventory and 5 percent of Third's, bottlebrush is above 6 percent in both, and silver dollar gum, red ironbark, Aleppo pine, Canary Island pine and rustyleaf fig all rank high by importance. Eucalyptus and pine are the classic resin droppers, crape myrtle and figs are aphid hosts, and the carports sit underneath all of it. There is live tree work too: under Executive Order N-18-25 the Village began creating Zone 0 non-combustible zones around manors in the very high fire hazard severity zone in autumn 2026, trimming trees back five feet from roofs, which means disturbed canopy and debris over the carports while that runs.
Two sets of rules govern this city rather than one. Laguna Woods Municipal Code 4.14.010 exempts only individual residential car washing from its discharge prohibition, and that is the whole exemption, four words, while 4.14.020(a)(3) reaches agents, employees and independent contractors expressly. The city is also one of only three in Orange County subject to both the Santa Ana and San Diego regional water boards, because three major watersheds start here. Inside the gates the mutuals set their own rules and they are not the same: United Mutual permits car washing provided the hose has a spray nozzle with a shutoff valve, and Third Mutual prohibits car washing outright in the interest of water conservation. We bring our own water and our own power, everything we use leaves with us, and we will not run a conventional wash at a Third Mutual carport without the mutual's clearance.
Either way the fix is the same. We bring the wash to the car.

Most of the work is inside Laguna Woods Village, on the streets off El Toro Road, Moulton Parkway, Ridge Route Drive and Santa Maria Avenue and at the manors and carports behind the gates. One quirk worth knowing: the post office still accepts Laguna Hills, CA 92637 as an alternate address here, left over from before the city incorporated in 1999, so mail addressed either way arrives. About 52 miles from our shop, with no travel fee.
It depends on your mutual, and this is the one thing to settle before we come out. United Mutual permits car washing as long as the hose has a spray nozzle with a shutoff valve, which we meet comfortably. Third Mutual prohibits car washing altogether, in the interest of water conservation, and that rule applies whoever is doing the washing. So if you are in United we are fine. If you are in Third, we will not run a conventional wash at your carport without written confirmation from the mutual or Resident Services. Whether a waterless or steam service falls outside a rule written about water conservation is a question for Third to answer, not for us to decide on your behalf. Call Resident Services on 949-597-4600 and we will work with whatever they tell you. If it turns out to be a no, we can meet you outside the gates instead.
One of two ways. Either you clear us in ahead of time through the dwellingLIVE resident portal or by calling Gate Clearance on 949-597-4301, or we come in on a Village business pass. The pass takes a per-employee application with photo identification, vehicle registration, proof of insurance and a copy of our business licence, and it carries a 7:00 am to 7:00 pm access band, which our 8:00 to 6:00 working day sits inside. Seven of the sixteen gates are open around the clock in any case. Tell us which gate is nearest you when you book.
On a named street rather than in a numbered cul-de-sac or a manor parking lot, which is section 7.6 of both mutuals' vehicle, traffic and parking rules. Both rules make an exception for vehicles and equipment immediately and directly required to perform the work, which is what we are, and Third additionally allows a contractor to park on a sponsoring resident's driveway with their permission. We keep the sidewalk clear either way.

Eucalyptus and pine drop resin; crape myrtle and figs host aphids, which drop honeydew. A carport does not stop either, because it drifts in sideways. Soap slides over it and it needs the right solvent, often followed by claying.
